Dear Ward 8 Residents,

The holiday weekend is fast approaching and I am sure you are looking forward to good weather, grilled food and fireworks.

We want everyone to enjoy fireworks. However, please remember that explosive fireworks and flying fireworks are illegal in the District of Columbia.

Illegal fireworks are more than a neighborhood nuisance –– they are dangerous in the hands of children and young adults. Read the fireworks guidelines ([link removed]) for our city and take precautions this holiday. However you choose to celebrate, please do so safely and with respect to others.

Additionally, all DPR outdoor pools are open from 10:00 AM - 6:00 PM on July 4, 2023. For more information on DPR's outdoor pool schedule, visit: [link removed].

#SummerReadyDC offers free weatherization kits for DC residents

(WASHINGTON, D.C.) – The Public Service Commission of the District of Columbia (DCPSC) launches its annual #SummerReadyDC campaign to help DC residents and businesses prepare for the high temperatures and summer storms. District residents can register for free weatherization kits while supplies last. Information and resources will also be available to help consumers manage their utility bills.

“The Commission understands that high costs of goods and services are top of mind for our customers, and weatherizing your home is vital in dealing with rising energy costs, stated Emile Thompson, DCPSC Chairman. “The Summer Ready DC campaign will help provide DC residents with the tools and resources to make their homes more energy efficient and help reduce their monthly energy bills.”

During the campaign, residents can:
1. Register ([link removed]) to pick up free weatherization and energy efficiency items at a DC Public Library throughout the summer
2. Sign up ([link removed]) for utility assistance programs to reduce their utility bills
3. Weatherize ([link removed]) your home by using the Summer Ready DC home and storm checklists

Topping Out Ceremony for Cedar Hill Regional Medical Center.

Councilmembers Trayon White joined city officials for a topping out ceremony for Cedar Hill Regional Medical Center. Below is a post from Councilmember White's social media post:

"This is what progress looks like! Today, we closed on a significant construction milestone in the development of Cedar Hill Regional Medical Center GW Health on St. Elizabeth’s East Campus.

Residents east of the river have long awaited the same access to amenities as the rest of the city. Today, I am proud to provide proof to residents that we are making those strides toward equity.

I would like to thank the workforce that tirelessly worked to construct this facility, showing up to work rain or shine and getting us to this milestone. Thank you MCN and Turner Construction for your leadership.

I would like to thank Councilmember Vincent C. Gray for his leadership and committment to Wards 7 & 8 residents - without him this project would not be possible."

The Cedar Hill Regional Medical Center GW Health, named after Frederick Douglass‘ historic residence in Anacostia, is a 136-bed full-service hospital. It will provide a complete range of inpatient services to all District residents, including newborn delivery, maternal health and women’s services, a verified trauma center, general surgery, behavioral health, and pediatric and adult emergency services.

The new hospital will be open to patients in 2025.
Financial Literacy Night at Anacostia New Tech High School

Councilmember White joined Anacostia New Tech High School for its financial literacy night.
The Committee on Recreation, Libraries and Youth Affairs is excited about the beginning of summer for youth and families served by the agencies under our purview:
DPR- Session 1 Department of Parks and Recreation summer camps commenced this week and will continue until July 7, 2023. Please note that all camps are closed for the holiday on July 4. If you are planning some fun in the sun at a DPR park with a group of family and friends comprising 10 or more participants, then you must apply for a permit ([link removed]) .

DCPL- The DC Public Library is hosting am all-ages city-wide celebration of learning through August 31^stwith its Discover Summer with DC Public Library campaign. They encourage you to take part in their events including story times, author talks, concerts, craft programs and much more.

DYRS- The Department of Youth Rehabilitation Services is having a National Video Game Day event at the MLK Achievement Center Parking Lot on July 7 from 3-5:30pm. Youth ages 5-14 are encouraged to participate. For more information you can call Mr. Mack at 202-251-7215.
In addition to our excitement about summer, RLYA has been busy following up Councilmember White’s Ward 8 budget wins, including a conversation with Johnson Middle School to discuss funding and athletic facilities; DCPL facilities care and commencing the transition of Good Hope Road to Marion Barry Avenue.

This week, the Council is humming along as we approach recess summer recess.

On Monday, June 26th, the Committee on Executive Administration held a roundtable on the Board of Elections. The difference between a hearing and a roundtable is specific to the legislative cycle; multiple hearings are required by law to advance most legislation measures, while a roundtable is principally held to obtain information and insight on a subject of interest to the Committee or Member, and is not necessary (although sometimes helpful) to advance legislation.

On Tuesday June 27th, the Committee on the Judiciary held the first of many important hearings on the Mayor’s proposed public safety measure, the Safer Stronger Amendment Act of 2023. Over one hundred witnesses testified, including representatives from the Office of the Attorney General, the Metropolitan Police Department, the Office of the Public Defender and Children’s Law Center, as well as the Deputy Mayor for Public Safety, Lindsey Appiah. Private citizens, business associations, and representatives from various legal offices and non-profit entities also testified in support of and against specific provisions included in the bill. Two of the most significant issues to be decided is how the District should address youth who commit crimes, and the factors under which a person considered a “youth” offender should be eligible for early release after conviction.

On Wednesday, June 28th, the Committee on Health and the Committee on Hospital & Health Equity held a joint roundtable on the opioid and fentanyl crisis in DC. Witnesses discussed various issues related to the care and treatment of District residents, best practices from other jurisdictions, and licensing issues faced by providers.

On Thursday, June 29th, the Committee on housing held hearings concerning rent stabilization and the rent supplement program.

On Friday, June 30th, the Committee of the Whole will hold roundtables on the confirmation of a new Director for the Board of Zoning and several new commissioners for the Commission on Arts and Humanities; the Committee on Health will also hold a hearing on a measure to regulate prior authorization policies in the District. Prior authorizations refer to an aspect of the relationship between a health care provider and a healthcare insurance company—rules drafted by the insurance company requiring the provider to obtain prior authorization before providing treatment (if they wish to be compensated) are called prior authorizations policies. At issue is the degree to which purely economic-based decisions made by the insurance company, such as the cost of a service, should be allowed to impact the timely delivery of health services.
