Colleen’s Delaware EARNS program provides a low-cost retirement plan option to Delawereans without a plan from their employer, making retirement an option to working families and seniors when it previously wasn’t.
John, Colleen has made Delaware a model for the rest of the country to emulate through her unwavering dedication to public service.
But that’s not all Colleen has done to fight for Delaware’s working families. During the pandemic, she acted as a volunteer first responder to assist with COVID-19 crisis response.

At just eight years old, Colleen’s life changed when her father’s company fell victim to fraud and went bankrupt. Her family was evicted, lost their home and all of their possessions, and they moved from rental home to rental home and school to school.
Thanks to the power of family, hard work and the care of her neighbors and teachers in Delaware, Colleen persevered and paid her way through college by driving an ambulance.
