Dear Friend,

We are now more than halfway through August and although Congress is not in session, I wanted to provide a brief update on the work I am doing to represent the First Congressional District of Maryland.

Over the past few weeks, I have been busy travelling the district, listening to the needs of my constituents, and confronting the Biden Administration on policies that are affecting the livelihoods of those I represent.

District Updates

Blessing of the Combines:

It was great celebrating agriculture and honoring our farm families at the 24th annual Blessing of the Combines. God bless our farmers, the beautiful Eastern Shore, and Maryland’s First Congressional district!

Talbot Watermen Association:

It was my pleasure to honor Nick Hargrove at the Talbot Watermen Association's Annual Watermen’s Appreciation Day in St. Michaels.

Meeting With Ocean City Mayor, Rick Meehan:

 It was great meeting with Ocean City Mayor, Rick Meehan, while attending the 2024 Maryland Association of Counties Summer Conference. Afterwards, I had the honor of presenting my Congressional Challenge Coins to the Ocean City Chief of Police and his Officers.

A big thanks to our local law enforcement for their service!

UMES Veterinary School Announcement: 

Veterinary Science is significantly important to the meat and poultry industry in my district.

I was proud to support the new University of Maryland Eastern Shore (UMES) Veterinary school which promises to not only help address the shortage of veterinarians in the district, but also draw talent to the Eastern Shore to work in vital agricultural sectors.

Letter To Secretary Mayorkas Concerning the Collection of DNA From Illegal Immigrants:  

Yesterday, as a member of the Department of Homeland Security Subcommittee on Appropriations, I sent a letter to Department of Homeland Security (DHS) Secretary, Alejandro Mayorkas, following claims from whistleblowers that the death of my constituent, Rachel Morin could have been prevented if U.S. Customs and Border Protection (CBP) had collected the DNA of illegal immigrants -- as they are required by law to do. 

According to an internal government memo released last week from whistleblowers within DHS, less than a third of illegal encounters are having their DNA samples collected by CBP. In fact, the internal government memo found that of the nearly 1.7 million encounters with illegal immigrants in Fiscal Year 2022, only about 37% resulted in DNA collection. It is being reported this figure dropped to 31% in Fiscal Year 2023.

By all accounts, it appears that the failure to adhere to the law in collecting the DNA samples of illegal immigrants has allowed violent criminals to evade detection and perpetrate preventable crimes on innocent American citizens. Specifically, the whistleblowers point to the murder of my constituent, Rachel Morin, as a case where an early DNA sample could have saved lives.

Rachel Morin’s alleged murderer, Victor Antonio Martinez-Hernandez, had multiple encounters with border agents prior to being charged with the first-degree murder and rape of Rachel Morin. Yet, it appears his DNA was never collected.

Furthermore, because of a lack of DNA samples, law enforcement investigators were forced to go on a prolonged, country-wide search which allowed a deadly criminal to roam freely for ten months.

As we continue to witness an unprecedented increase of illegal border crossings, I asked the Secretary the following questions. 

Questions:

  • Is it true that less than a third of illegal encounters are having DNA samples collected by CBP?
  • Can you confirm if the DNA sample of Martinez-Hernandez was collected by CBP after he illegally entered the county?
  • If the DNA sample of Martinez-Hernandez was not taken, why?

Letter To House Ways and Means Chair Regarding Pelosi Visit to Baltimore:

On Thursday, August 8, 2024, former Speaker of the House Nancy Pelosi visited the Pratt library for what was described as a book tour, but what ended up being a campaign rally for Vice President Kamala Harris, the presumptive Democratic presidential nominee. 

501(c)(3) tax-exempt organizations, such as the Pratt Library are prohibited from engaging in any political campaign activity. Violating this prohibition may result in denial or revocation of tax-exempt status and the imposition of certain excise taxes.”

During Nancy Pelosi’s “visit” to the Pratt Library, she stated, “Kamala Harris should be elected president of the United States because she is the best person for the job.” She then seemingly acknowledged that this type of campaign activity is prohibited in a nonprofit organization and justified her remarks by saying, “I think we’re talking civics here right now, right?” 

Endorsing and campaigning for presidential candidates while at nonprofit organizations is prohibited activity and as a public official and a nonprofit organization, both Nancy Pelosi and the Pratt Library should know that. Because of this, I wrote to the House Ways and Means Committee Chairman to request an update on the current tax-exempt status of the Central Enoch Pratt Free Library in Baltimore, Maryland.
