I’m here with an update on the start of a new Congress and more from the week. As always, thanks for starting your weekend here with me.
Remembering President Jimmy Carter
America lost a great man this past Sunday. President Jimmy Carter personified the highest form of public service, not just as Governor and President, but as an ensign in the U.S. Navy who rose to be one of Admiral Hyman G. Rickover’s select officers at the birth of the “Nuclear Navy”.
President Carter called eastern Connecticut home while serving at Sub Base New London, and he never forgot our state. Last year, I had the opportunity to tell the story of how he saved the Groton Sub Base from closing. Watch here:
In 2005, when the Navy sought to close Submarine Base New London, former President Carter stood by “Team Connecticut” in opposition to a plan which would have moved the Base’s fleet to his home state of Georgia. His decision to support Team Connecticut in the face of political pressure at home represents the integrity and honor he served with throughout his life. Today, eastern Connecticut maintains our proud role as Submarine Capital of the World thanks to President Carter.
President Carter will lie in state in the U.S. Capitol from the afternoon of January 7th to the morning of January 9th. President Carter's state funeral will be held on January 9th at the National Cathedral in Washington D.C., which will be the National Day of Mourning. I’m sending my deepest condolences and gratitude to the Carter family for his lifetime of service.
The Start of a New Congress
Today, January 3rd, marks the start of the 119th Congress. This afternoon, I took my oath to serve you for the next two years.
Thank you for, once again, entrusting me to be your Representative in Congress. It’s going to be a closely divided House of Representatives with historically tight margins, but as I’ve always done, going back to my days in the Connecticut State Assembly, I will look for opportunities to reach to the other side and find areas of consensus and common interest to deliver real results for our region.
From day one, I’m focusing on the issues that matter most to people in eastern Connecticut: the economy, lowering costs, and helping people connect to job opportunities.

Now in Effect: A $2,000/Year Cap on Out-of-Pocket Costs for People on Medicare
Great news. As of January 1st, Medicare beneficiaries will now pay no more than $2,000/year out-of-pocket for their medications.
I have consistently fought to lower prescription drug costs, and in 2022, I helped pass this $2,000/year price cap for Medicare beneficiaries in the Inflation Reduction Act.
Now that it is in effect, 19 million Americans are expected to save an average of $400/month. That is a significant savings for many seniors in eastern Connecticut. I’m pushing to extend this and more cost-saving measures, like drug price negotiation and the $35/month cap on insulin costs, to Americans of working age, too.
