Currently, the Dominion Energy outage map shows no Arlingtonians without power. It is possible that the map is slightly out of date, but generally I have found it to be updated frequently and accurate. If you are without power, go here to request service and scroll down the page for the map: Report Outage or Emergency | Virginia | Dominion Energy I also have found the County's contact at Dominion to be responsive, so let me know if you are without power. 

Snow removal is done in phases with primary roads first as described here: Snow Removal Phases and Process – Official Website of Arlington County Virginia Government Primary roads alone will take time, so please be patient. 

If you see someone outside at risk of hypothermia or homelessness, please call 703-228-1300 or 703-228-1010 during non-business hours. 

Please stay off the roads if at all possible since that will help our Department of Environmental Services and the Virginia Department of Transportation work. And please stay safe and warm.
