City of Dayton #24-065-006-E163 - Early Wetland NoticeTo: All interested Agencies, Groups, and Individuals on January 15, 2025. This is to give notice that the City of Dayton has determined that the following proposed action under the Community Development Block Grant Program administered by the Texas General Land Office (GLO) and ERR #24-065-006-E163, is located in a wetland. The City of Dayton will be identifying and evaluating practicable alternatives to locating the action in the wetland and the potential impacts on the wetland from the proposed action, as required by Executive Order 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and the Protection of Wetlands. The City of Dayton proposes a Sewer Improvements project to replace approximately ten thousand six hundred thirty-six linear feet (10, 636 LF) of sanitary sewer lines with pre-construction cleaning and pipe busting, replace sanitary sewer lines, rehabilitate manholes and complete all associated appurtenances. Construction will take place at various locations throughout the City of Dayton, Liberty County, Texas. See Table 1 for the locations, including coordinates for each segment. The purpose of the project is to improve water supply and benefit the health, safety, and welfare of residents now living within the impacted area but will also increase the potential for revitalization within City of Dayton. According to the USFWS National Wetlands Inventory, the project shall include activities within approximately 0.58 acres of a PFO1A wetland. The natural and beneficial functions and values of the wetland potentially affected by the proposed activity include fish and wildlife habitats, natural water quality improvement, flood storage, opportunities for recreation and aesthetic appreciation, and natural products for our use at little or no cost.
