** Councilmember McDuffie Held a Public Oversight Roundtable on the District of Columbia Sports Wagering Program

The purpose of the roundtable was to discuss the performance of sports wagering in DC and learn what changes can be made to enhance performance of the District's program, grow revenue, and compete with sports wagering programs in neighboring states.

Washington, D.C. — Today, the The Committee on Business and Economic Development, Chaired by Council Kenyan R. McDuffie convened for a public oversight roundtable on the District’s Sports Wagering Program. The District of Columbia legalized sports wagering in January 2019, with the passage of the Sports Wagering Lottery Amendment Act of 2018. Later that year, in July 2019, the District approved a multiyear contract with Intralot, Inc. to provide sports wagering and other related services for the District’s Office of Lottery and Gaming (OLG).

The Office of Lottery and Gaming, under the Office of the Chief Financial Officer, regulates and oversees sports wagering in the District by adopting rules and regulations. OLG regulates privately operated sports wagering by granting licenses to operators and monitoring operations for compliance with District.

OLG completed a set of roundtables focused on the regulations for private operations and therefore McDuffie wanted to conduct a more holistic review, including on DC-run operations (GamBetDC).

The Council will be on recess until September but in the interim, the Committee has requested additional information from OLG and stakeholders to help members determine what additional changes can be made to improve revenue returns from the District’s sports wagering operations.

The purpose of today’s roundtable was not to beat up on the Office of Lottery and Gaming or to make anyone look bad. Instead, this discussion was aimed at helping us identify areas for improvement. Today’s discussion assisted us in identifying what changes could be made to enhance performance of the District's sports wagering program. We remain focused on the goal of growing revenue and competing with sports wagering programs in neighboring Maryland and Virginia.
