IPA Founder Dr. Dean Karlan Appointed as USAID Chief Economist

On November 15, 2022, Dr. Dean Karlan was appointed as Chief Economist for the United States Agency for International Development (USAID). In this role, Karlan will serve as USAID’s principal economist and top expert on economic policy and analysis. He will use insights from randomized controlled trials and other empirical assessments to support USAID in making evidence-based decisions and in achieving a range of development objectives.

IPA is thrilled to receive a gift of $8 million in unrestricted support from novelist and philanthropist MacKenzie Scott. Ms. Scott announced her donation on Medium

as part of almost $2 billion in gifts to 343 organizations that she states are “supporting the voices and opportunities of people from underserved communities.”
As IPA Executive Director Annie Duflo noted, “MacKenzie Scott’s support is an important vote of confidence in our work, our people, our evidence-based approach to improving the lives of people living in poverty, and in the impact we have achieved together with our many partners around the world."

Most Tanzanian Merchants Believe That Digital Retail Payments Will Benefit Their Business. Why Are They Still Using Cash?

In 2021, the World Bank Findex survey
[link removed]
found a large gap between the use of digital retail payments in high-income countries and low- and middle-income countries (LMICs). Tanzania (like other East African economies)
[link removed]
outpaces many high-income countries in terms of its citizens' use of mobile money to send and receive domestic remittances, but when it comes to retail payments, only 5% of Tanzanians have ever used digital retail payments compared to 72% for the average high-income country in the World Bank’s Global Findex Survey.
What accounts for the ubiquity of mobile money in Tanzania, yet the adherence to cash for retail? What may drive the broader uptake of digital retail payments? As part of their pilot work to inform a large-scale study planned for 2023, Philip Roessler and Mark Walsh worked with the IPA Tanzania country office to hear from merchants in Dar es Salaam and gain their perspectives.
